Details

The Gorongosa Project co-manages Gorongosa National Park in partnership with the Government of Mozambique, with a dual mandate of

(i) strengthening biodiversity conservation and

(ii) promoting community development in Mozambique.

The Gorongosa Park Buffer Zone, an area of ​​about 600,000 hectares with 200,000 inhabitants divided into six districts, Gorongosa, Nhamatanda, Cheringoma, Muanza, Dondo and Maringué and 16 regulated. Human development initiatives aim to catalyze economic development by strengthening local community-based health, education and conservation systems.

The Education Sector, which reports to the Department of Human Development, has the mission of improving access to quality education for children living in the Tampon Zone (ZT) communities, with a focus on girls and young women. In this context, the sector implements the Girls’ Education program, which aims to guarantee the retention of girls in schools and the transition to subsequent academic levels, operating in the following areas of intervention:

  • Improving girls’ reading, writing and calculating skills through the promotion of out-of-school reinforcement actions conducted by promoters (community members hired for the purpose).
  • Development of girls’ life skills, focusing on self-esteem and self-confidence, self-control and determination about civic, sexual and reproductive rights, self-empowerment of girls and women.
  • Contribute to the protection of children by creating safe environments in the school and community, raising awareness of gender-based protection and violence and addressing cases of abuse and violence, as well as engaging men and boys in actions for gender equality.

 

In this context, the Gorongosa Project intends to hire a consultant with experience in the area of literacy and numeracy to develop the reading, writing and a math reinforcement program in order to improve school results in primary education using guidelines, management, and results-based methodologies to train and train the trainers and to coach them in the training of the first group of promoters.

Consulting Objectives

Contribute to improving the performance of girls in primary education in schools in the buffer zone of Gorongosa National Park and specifically:

– Develop a joint work strategy for the sector between the Schools (teacher and school management) and the Girls’ Clubs (promoters and godmothers).

– Develop a guide to support the learning of literacy and numeracy for the promoter, adapting the guides currently in use at the Clube de Professors and Clube das Meninas. Scripts should be based on active and playful methods that allow greater participation and self-learning of children and girls in particular.

– Guide for supervisors – a training of the first group of promoters in active and playful methods (learning through play) to facilitate the acquisition of literacy and numeracy skills.

Expected Results

The final product of the consultancy must provide:

– A strategy for the functioning of the Girls’ Clubs as a complementary part of the curricular activities that take place at school, aiming at the acquisition of reading, writing and math skills for each learning cycle of primary education (1st to 3rd grade, 4th to 6th grade), aligned with the objectives of the official curriculum for primary education in Mozambique. The strategy must present a plan of activities, respecting the assessment cuts, including preparation for exams.

– Guide to support literacy and numeracy learning, with methodological guidelines that facilitate club promoters/facilitators in applying the literacy and numeracy reinforcement plan.

– Instruments for monitoring and measuring the progress of children in clubs in terms of acquiring skills or skills in reading, writing and calculating.

– Training of 15 promoter trainers in active and playful methodologies among PNG and SDEJT workers from the 6 districts of ZT, responsible for training and providing technical support to promoters in the application of the designed reinforcement program.

– Final report of the consultancy work, containing the main findings, conclusions and recommendations. The report must also contain an executive summary, explanation of the methodology applied, among others.

Project Duration and Payment Schedule

The present work must be carried out within a maximum period of 60 days, counting 5 days after payment of the advance payment of 30% of the total amount.

Payments will be processed only after acceptance of the delivered product and against an invoice that will reference the contract and number of the delivered product(s). Payments will be approved by the respective sector manager, in the following manner.

Phase 1:

Product(s) to be delivered:

– Final technical and chronological proposal of the work work, after the provision of recommendations from the PNG team and

– Consultancy work contract between the contracted entity and the PNG.

Delivery time: 5 days after notification of selection.

Payment for the 1st phase: 30% of the total amount.

Phase 2:

Product(s) to be delivered:

– One (1) operating strategy for the Girls’ Clubs as a complementary part of the curricular activities that take place at school, with a view to acquiring reading, writing and calculating skills.

– One (1) Guide to support literacy and numeracy learning, with methodological guidelines that facilitate club promoters/facilitators in applying the literacy and numeracy reinforcement plan; and Instruments for monitoring and measuring the progress of children in clubs in terms of acquiring skills or skills in reading, writing and maths.

Delivery time: 40 working days.

Payment for the 2nd phase: 40% of the total amount.

Phase 3:

Product(s) to be delivered:

– Training of 15 promoter trainers in active and playful methodologies among GNP and SDEJT workers from the 6 districts of ZT, responsible for training and providing technical support to promoters in implementing the designed reinforcement program.

Delivery time: 10 working days.

Payment for the 3rd phase: 20% of the total amount.

Phase 4:

Product(s) to be delivered:

Final report of the consultancy work, containing the main conclusions and recommendations.

Delivery time: 5 working days

Payment for the 4th phase: 10% of the total amount

Supervision

Overall supervision of the work will be done by the Senior Sector Manager and Education Specialist and Program Manager for Girls’ Education.

Qualifications

Master’s or higher diploma in education, preferably with a specialty in early grade teaching.

Minimum eight (8) years of experience in instructional development and support for educational programs.

Minimum eight (8) years of experience in improving the quality of education in developing countries preferably in Mozambique.

Previous experience in materials development, implementation of writing, reading and elementary arithmetic skills reinforcement programs, and facilitator training.

Previous experience in monitoring highly desirable literacy and numeracy outcomes, preferably EGRA (Early Grade Reading Assessment) and EGMA (Early Grade Mathematic Assessment)

Fluent in written and spoken Portuguese.

Evaluation Criteria of Proposals

Financial proposal:

Adequacy or proportionality with the scope of work that the consultant or team of consultants proposes to carry out.

Adequacy with the experience and quality of the work expected.

Adequacy with the financial capacity of the PNG.

Technical proposal:

Evaluation of the Consultant’s Curriculum or in the case of the company or group of consultants, evaluation of the main consultant’s curriculum and of the team members, which will be objectively looking at aspects such as: (a) academic training, (b) experience of similar work especially in the development of alternative programs to leverage learning outcomes for children in early grades (c) experience in developing programs with and for rural children (d) experiences in developing materials or support manuals for reading and writing promoters and calculating (e) the complementarity in terms of training and experiences of the main consultant and his team members.

Evaluation of the methodological proposal to be applied in the consultancy and its probability of producing the desired results, this includes the indication by the consultant of the tools he will apply to produce those results.
